Ensuring FAPE for Students with Disabilities During Virtual Learning: A Tool Designed for Moments of Disruption

Originally developed during COVID-19 school closures, Ensuring FAPE for Students with Disabilities remains deeply relevant today. While the context has shifted, the challenge has not: educators are still navigating flexible schedules, staffing shortages, intermittent absences, alternative placements, and evolving instructional models.

At its core, this resource is a planning and reflection template that helps school teams ensure students with disabilities receive a Free Appropriate Public Education (FAPE), no matter what the school day looks like.

Ensuring FAPE isn’t just a compliance exercise, it’s a daily practice. When schedules shift or routines change, students with disabilities are often the first to feel the impact.

From Crisis Response to Everyday Practice

Although created for virtual and hybrid learning, this tool was never just about technology, it was about intentional service design.

Today, educators can use this resource to:

  • Plan for students who miss instructional time due to medical needs, behavior regulation, or interventions
  • Adjust supports during schedule changes, staffing transitions, or short-term placements
  • Ensure accommodations and services remain intact during r alternative schedules (e.g., testing windows)

The value lies in its flexibility as it helps teams focus on the purpose of services, not just the format or minutes.

How the Template Supports Educators

This resource uses student profiles as a reference point, allowing educators to think through services for learners with similar needs. Each profile includes:

  • IEP Goal Areas to anchor decisions in student needs
  • Key Questions that prompt collaborative problem-solving
  • Additional Supports that are often overlooked in changing contexts
  • Sample Schedules that translate services across settings while preserving intent

Rather than prescribing a single solution, the template guides teams to ask better questions and make purposeful adjustments and decisions.

Why This Matters in Schools Right Now

Ensuring FAPE isn’t just a compliance exercise, it’s a daily practice. When schedules shift or routines change, students with disabilities are often the first to feel the impact.

This tool helps educators:

  • Anticipate gaps before they become barriers
  • Maintain access to accommodations across classrooms and settings
  • Strengthen collaboration between general education, special education, and related service providers

Most importantly, it reinforces a shared responsibility: FAPE is delivered by teams, not individuals.

Using This Resource as a Team

School teams can integrate this tool into:

  • IEP meetings and service planning discussions
  • Professional learning or case study reviews
  • Problem-solving conversations when services feel hard to sustain.

By grounding decisions in student needs, teams are better equipped to respond with clarity and confidence.

Moving Forward with Intention

At The Diverse Learners Cooperative, we believe that empowered educators create inclusive schools. Tools like this one don’t just help teams react — they help them plan, reflect, and improve practice.

When we design supports that flex with the school day, we protect what matters most: every learner’s right to access meaningful, high-quality education — every single day.

Let this resource be a reminder that thoughtful planning is one of the most powerful accommodations we can offer.
